The standard of strategic planning of regional development in Moldova is unsatisfactory and documents underlying decisions are often based on unverified information without the use of realistic data, or the data are not properly analyzed and presented. Moldova also suffers from a long-term lack of employment opportunities, weak links between education and labor market requirements, and low quality of business infrastructure. Therefore, start-up businesses in the Moldovan North Region are supported in the context of the implementation of “Entrepreneurship, Innovation, and Employment for the Development of the North Region in Moldova”. Consulting, training, and competitions for smaller grants for further development of business are provided on an ongoing basis. The project also builds the capacity of the Regional Agency North and expands its services (information about legislation and funding opportunities) for small and medium-sized enterprises.

In the context of the implementation of  “Support for Implementation of Regional Strategy Using GIS Data”, the existing legislative framework for spatial data processing is analyzed and reviewed. In addition, a system is set up for data collection, management, and sharing at the level of public administration and research of the market for commercial sale of spatial data is carried out. Pilot projects are prepared, presenting the benefits of working with GIS data both to experts and the public in general. Partner organizations are equipped as necessary; their expertise is supported by many training courses, study trips and study visits of partner institutions.
