The project is a follow up of the previous projects “Capacity and service expansion of the Metrological Institute I” and “Capacity and service expansion of the Metrological Institute II.”, which were implemented respectively by the Czech Metrological Institute in 2014 - 2016 and 2017 – 2019. The aim of the project is to further expand the capacities and services of the national metrological institute of Bosnia and Herzegovina (Institut za mjeritelstvo v Bosne i Hercegovine – IMBiH) and as such strengthen its position. By doing so, the project aims to contribute to the alleviation of credibility in local institutions of public administration by the locals and, in effect, fulfill one of the sustainable development goals – SDG 16 (Peace, Justice and Strong Institutions).

In the two previous projects, selected standards and measurement methods were set for clients from the energy sector which enabled the commissioning of basic metrological services in the area – and thus receiving international recognition of technical eligibility of selected physical and technical quantities and ranges according to the CIPM MRA framework (International Bureau of Weights and Measures Mutual Recognition Arrangement).

Based on the previous intervention, the current project aims to expand the already-built capacities and established services – specifically in the field of new magnitudes, new measurement methods and the introduction of new calibration services, especially in the energy sector.

Metrological fields identified as suitable for expansion are following:

  • Electric quantities

  • Time and frequencies

  • Optical quantities (photometry and radiometry)

  • Legal metrology

  • Agreement assessment

  • Quality management and inter-laboratory comparative tests


A crucial part of the project is the support of IMBiH´s service visibility between potential and current clients in the country, possibly in the surroundings of western Balkan, higher media coverage of IMBiH and its services that the institution offers (including communication with the public). Also, transfer of unique Czech experiences with device installation, provision of measurement methods, measurement assessment, proof of technical eligibility, acquisition of international certificates and communication with clients.

These project outputs and activities are there to further consolidate the status of IMBiH which will contribute to the alleviation of its credibility as an institution of public administration and will help in attaining long-term goals of sustainability and self-sufficiency.
