The project aims to support the creation of a functional system of education in the field of social welfare. Currently, there is lack of comprehensive concept and rules for the education of these workers. Individual workers occasionally receive some kind of training. Most of the trainings are organized and funded by local NGOs or donors. Ministry of Labour, Social Protection and Family does not take part in these projects. At present, the World Bank reconstructs building of Education Center; however, a system of continuous education is missing. That is the main focus of the Czech ODA project.

Implementer is established through project working groups focusing on several specific areas. The result will be approved recommendations of legislative changes that will lead to creation of a functioning system of social workers and assistants education. Relevance and realism of the proposed changes is to ensure the active involvement of partner NGOs and academics in the project.
