The main, long-term goal of the project is to contribute to the development of a functioning drug services in Afghanistan. In order to achieve this goal , the following objectives were set: 1. To contribute to the development of  a new educational course in Afghanistan - addictology, leading to increased education of Afghans in modern treatment of drug abuse. Link the local experts on drug issues and initiate the beginning of  a professional organization. 2.  To promote the development of local drug NGOs in the form of training in the field, distribution of HIV testers, introducing harm reduction program. 3. To contribute to the establishment of a National Monitoring Centre for Afghanistan in cooperation with UNODC - to initiate a pilot program of data collection on drug addiction (HIV / AIDS threat) in selected provinces of Afghanistan.
