In Kosovo the number of persons applying deaf sign language is about 7 000 to 8 000. Kosovo belongs to post war countries with the war consequences such as traumas, poor conditions of life, different diseases and limited medical intervention. This leads the Kosovo Association of the Deaf to the estimation that number of disabled in talking and hearing is reaching 54.000 persons.

The main objective of the Deaf Association of Kosovo is to improve the education system for deaf people in Kosovo. Czech development cooperation is currently aimed at training and information for deaf community concerning human rights particularly the rights of persons with disabilities. Further, the tutorial of sign language, known as Kosovo Sign Language (KosSL), will be enhanced. The Czech intervention is in line with the Programme of Kosovo Government 2008-2011, with the outline of priorities of the Ministry of Health, with the The Multi-Annual Indicative Financial Framework (MIFF), with priorities of the World Bank and WHO in Kosovo, and with MDGs as such.
